Dr. Sean Michael Cox, Chair of the Department of Political Science and a Senior Advisor at the Global Policy Institute, recently took his expertise to the global stage during the 2026 NATO Summit in Ankara on July 7 and 8.
Invited by the global news organization TRT World, Dr. Cox served as a guest policy expert, providing real-time analysis for an international audience. Over the course of the two-day summit, he offered critical context on complex security dynamics, U.S.-Türkiye relations, and the future trajectory of the NATO alliance.
Untangling the S-400 “Norse Saga”
Appearing on TRT Strait Talk, Dr. Cox tackled the complicated geopolitical fallout surrounding Türkiye’s acquisition of Russian S-400 missile systems. He emphasized that the situation must be understood in its historical context, describing the controversy as “a long drawn-out story” that has “become almost a Norse saga… going back to the Obama era.”
He noted that President Erdoğan’s initial purchase was driven by internal concerns and a lack of necessary responses from the United States at the time. Addressing the current challenge of offloading the mothballed systems, Dr. Cox highlighted the diplomatic tightrope Türkiye walks. Returning them to Russia could be perceived by Western allies as supporting Putin against NATO interests in Ukraine. Ultimately, Dr. Cox observed, “Having a country like Turkey seeming to play both sides of the issue could be challenging for them to accept.”

Dr. Cox highlighted NATO Secretary General Mark Rutte’s careful handling of the situation, noting his refusal to define NATO’s role regarding the Iran conflict. “It was the softest statement he could make going against President Trump, and he didn’t want to commit NATO or NATO resources or speak on behalf of NATO allies about Iran,” Dr. Cox explained. Despite these heavy geopolitical distractions, he commended the alliance’s focus, stating that it “still didn’t distract from the core messaging that they were trying to achieve.”
